A Special Meeting of the Board of Commissioners of the DuPage Airport Authority was
convened at the DuPage Flight Center, 2700 International Drive, West Chicago, Illinois,
1st Floor Conference Room; Thursday, January 17, 2013. Chairman Davis called the
meeting to order at 9:02 a.m. and a quorum was present for the meeting.
Commissioners Present: Davis, Donnelly, Gillett, Gorski, Huizenga, LaMantia, Commissioners Absent: Goodwin, Thompson. DuPage Airport Authority Staff Present: David Bird, Executive Director; Byron
Miller, Director of Operations; Mark Doles, Director of Aviation Facilities and Properties;
Patrick Hoard, Director of Finance; Pam Miller, Executive Assistant and Board Liaison.
Others in Attendance: Phil Luetkehans, Schirott & Luetkehans. Members of the Press: None
PUBLIC COMMENT NEW BUSINESS Proposed Resolution 2013-1712; Authorizing the Execution of a Purchase Order Contract with Kellogg Brown and Root Services Inc. for Emergency Repairs to a Sanitary Line at the Government Center Building.
Executive Director Bird asked Byron Miller to review this need for emergency repairs at
the Government Center Building. Mr. Miller explained that the Government Center
Building was renovated last year and during this project there were several sanitary
backups. He continued that a plumber was called in and it was determined there was a
bow or low spot in the line leading to the main sanitary line running underneath the
building; excavation inside the building may be required. Mr. Miller related that a large
contingency is included for this project because of the unknown aspects and the
potential magnitude of this project. Discussion followed and staff recommended Board
approval. A MOTION was made by Commissioner Gorski to approve Proposed Resolution 2013-
1712; Authorizing the Execution of a Purchase Order Contract with Kellogg Brown and
Root Services Inc. for Emergency Repairs to a Sanitary Line at the Government Center
Building. The motion was seconded by Commissioner LaMantia and was passed by Proposed Resolution 2013-1713; Authorizing Execution of a Lease Agreement with Exelon.
Executive Director Bird asked Mark Doles to review this Lease Agreement. Mr. Doles
explained this lease agreement came to fruition just after the January 9 Board Meeting
and after several months of negotiations with Exelon Corporation. Mr. Doles stated that
Sears Corporation is currently under lease for this space which expires at the end of
January 2013; the hangar was vacated several years ago when Sears closed their flight
department. Mr. Doles proceeded to discuss the terms of terms of the lease
agreement and discussion followed. Staff recommended Board approval.
A MOTION was made by Commissioner Huizenga to approve Proposed Resolution
2013-1713; Authorizing Execution of a Lease Agreement with Exelon. The motion was seconded by Commissioner Gorski and was passed by roll call vote (6-0).
Commissioner Sabathne’ abstained from voting. RECESS TO EXECUTIVE SESSION OTHER BUSINESS
